Information Paper 34-35 UNESCO ratifies its support to the Letter of Peace The Strategic Planning Co-Director and UNESCO Culture of Peace Program
Di-rector, René Zapata, ratified last May 26th in Paris their
will to continue its support to the Letter of Peace. Zapata positively
eva-luated the work performed by both entities and expressed his intention
of keeping the current link established during the Fecerico Mayor Zaragoza
General Director Administration, who was replaced in 1999 by the Japanese
Koichiro Matsuura. The Letter of Peace representantives presented to
Zapata new projects, mainly focused on education and the organization
of an international congres. A new book of comments published The Letter of Peace Foun-dation and Universitas Albertiana have published a new book: «Comentarios a la Carta de la Paz dirigida a la ONU» (Comments on the Letter of Peace Addressed to the UN). This work, wrote by Juan Miguel González Feria (Santa Cruz de Tenerife, 1937), is a synthesis of many insights that were formuled in seminars and other meetings organized by the author and the Universitas Albertiana Peace Institutes. It analyses the ten points of the Letter and brings new insights to each one. Besides, several comments and quotes from other intelectuals who have worked on the document or treated alike subjects reinforce the issues brought up in the book. Obviously, the Alfredo Rubio’s words, one of the authors of the Letter are still present. However, this book does not pretend to be a closed work, but a starting point to deep in the document. As a matter of fact, the Letter of Peace Foundation and the Universitas Albertiana wish this work to be the first of a number of publications which compile thoughts about the Letter, from different society sectors. «Comments on the Letter of Peace Addressed to the UN» is a work written for all those people that concern about Peace and want to think over the basis and foundings for peace. With this goal, the book presents a simple style, with many explanations about the vocabulary. An introductory course on the Letter of Peace commences in Barcelona On the 15th of last October, an introductory course on the Letter of Peace began at the Barcelona headquarters. This activity is recognized by the Universitat de Barcelona. Jordi Cussó, the Universitas Albertiana Director, is in charge of giving the course. The curriculum is strictly based on the document’s ten points, preceded by an introduction on why they were draf-ted. The aim of this course is to study the document in depth and reflect beyond the obvious qualities it brings to point. Guest lecturers take part in the university course on the Letter in Santo Domingo This semester the Madre y Maestra Catholic University of Santo Domingo
(the Dominican Republic) is offering a course on the subject «Development
of the Peace Culture, from the Letter of Peace». The objective
of this course, with about thirty students in the class at present,
is to work through the contents of the Letter so that the young people
acquire new ways of perceiving, reflecting on and acting in favour of
peace. The Letter of Peace at a meeting on suffering in Chile On the 11th and 12th of last November, the Letter of Peace took part in the 2nd Interreligious Encounter for Meditation on the Sense of Human Suffering which was held at the University of Chile; an initiative promoted by the Universitas Albertiana, Aid to the Church that Suffers and COANIQUEM. At these conferences, entitled «Another’s pain, the path to solidarity», Elisabeth Juanola, a Letter of Peace collaborator, pre-sented the paper «Peace: an answer to a world in crisis», an intervention based on the document. Several personalities also took part in this international encounter, such as Sister Dolores Fernández, one of Mother Theresa of Calcutta’s missionaries; the Polish psychiatrist, Zdzislaw Jan Ryn, who, together with Pope John Paul II, lived through the Second World War in Poland; and other religious representatives of various churches throughout the world.

Ginebra, PublicistHow did you get to know the Letter of Peace? I knew the Ámbito de Investigación y Difusión María Corral in the Dominican Republic and its manager, Anna María Ollé. One day I was surprised by the Letter of Peace, an initiative in which ordinary everyday citizens were asked to support something that seemed utopian to us at that moment: peace. I found it a truly interesting work. I found it very serious and responsible; the fact that a group of people was devoted to working for peace deserved all my respect. So I decided to fully involve myself in its distribution, and I agreed to act as master of ceremonies for its solemn presentation in my country. Since then I have followed the activities organised to promote it with enthusiasm. with your experience at Casa de Teatro, do believe
you can contribute to the peace via art? even though, right through history we see that
it is war, rather than peace, that has been the object of artistic expression
and as a publicist, how can you satisfy this
need for peace? how do you believe that initiatives like Casa
de Teatro can contribute to building peace? |
![]() Jorge Luis Ferrari How can parents contribute to peace? One of the things we can all do for peace is make sure there is peace around us. And if we take a specific look at the family environment, we can see how, nowadays, more and more children grow up in the midst of a genuine hell, at the mercy of their parents' constant fights. What can be expected of this situation? It is logical to think that these children grow
up with a need for affection and a lack of motivation On occasions these children become the battlefield
for the adults. What happens then? So the very least separated parents should try
to do is get on well together. Point 9 in the peace letter indicates that young
people have the right to be motivated and enthused by the joy of living,
learning from the example of their parents. In this case, it is the
complete opposite. |
![]() Carlos Martínez Shaw Historian Letter of Peace: We would like to ask you about one of the crucial subjects for the construction of peace, which happens to be a question you have examined as a historian: the use of history. Can history be used as a weapon? Carlos
Martínez Shaw: Yes, experience shows that it has been done and
continues to be done every day. The use of history as a weapon has been
clearly defined. Historical grievances are stirred up and are expressed
to say, “In the past you did this... you did that... therefore
you are still doing the same things and behaving in the same way as
your ancestors 300 years ago who caused us all that pain.” L.P.: If the people alive today weren’t there, why drag the guilt and hate of the past into the present? C.M.S.: Because there is a certain point at which wars unleash an escalation of hate. Wars are artefacts which provoke a permanent multiplication of hate. This leads people to look for any kind of weapon which can destroy the enemy. Among these weapons are ideological ones, which consist of condemning attitudes of the past and attributing them to the descendants of past events. L.P.: Frequently, instead of recognising errors committed, people try to justify present situations by looking for guilty parties in the past. C.M.S.: One can tell tales about one’s own history, and try to explain things in terms of fiction instead of reality. What happens is that the lack of analysis of reality contributes to masking things, and therefore makes the situation more difficult. Looking for scapegoats in history or among historical enemies is a bad strategy when trying to explain your own history, and even worse when trying to find solutions to your own situation. If what prevail are false opinions, in which attacks or hatred for a people, nation or a state predominate because of injustice in the past, then instead of considering what might be the reasons and roots of your present situation, you approach the problem in the wrong way and set up a smoke screen around your own situation. L.P.: In this case, what is the mission of the historian? C.M.S.: The mission of the historian is to help approach things in their point in time and in their context. Starting from here we can analyse reality on solid ground. If we work with clichés, accusations and emotional reflexes instead of with rational analysis, then we are in trouble, because we are not on the path of dealing with the problems in a rational, scientific way. L.P.: Do you know of an initiative that is working on the revision of historical programmes in order to write them in a more objective way, without wallowing in historical resentment? C.M.S.: There is a UNESCO project, which is the leader of most of these
projects, in which they are trying to establish a history which considers
that conflicts are a thing of the past. It maintains that there is collective
participation in the progress of humanity, and that each country has
contributed what it has been able to. It is a very ambitious project
called The History of Humanity, and it is being carried out in Paris.
It is a history of the human race in ten volumes, of which three have
already been published, and the other seven are in the process of being
written. The project proposes a history of humanity in which the dominant
eurocentrism is mitigated as much as possible, and in which the past
is understood as a contribution to peace and to the future coexistence
of all countries. The project has searched out contributors of all nationalities.
For example, each volume is co-edited by a European and a professor
from another continent, and among the assistant editors there are people
from different countries. L.P.: A problem concerning bad ethnic integration.
A subject which is beginning to take on importance here, in Spain. L.P.: Some people think immigration encourages
delinquency. L.P.: Don’t you think we have to go further
back to find the solution to this problem? To act in the countries the
immigrants come from. L.P.: What provokes the need to emigrate? L.P.: And if, besides, they look at the luxury
surrounding the people who live in rich countries… L.P.: It will be necessary to keep on working
on integration. |

LP: You talk about «the hard feeling as a major obstacle for peace». Do you think it is one of the most important points? FT: Hard feelings are always an obstacle. They are an invisible wall that does not allow you to open yourself to the others, understand them and to overcome the negative visions we have about them. The hard feelings are miserable, emotional and no much rational, but they intoxicates the spirit of the person by changing his / her interior harmony , and everybody’s else as well. Hard feelings damage peace between people, but also our own internal peace. LP:The Letter evokes the word «existencial envy». How does man acquire it? FT:It is transmitted since we are kids, when parents compare us with a brother, an efficient school mate, an educated boy... These examples make us feel diminished and don’t allow us to discover our possibilities. We create a culture based in looking at the other people in a subtle manner. The «existential envy» is poisonous, because admiring someone is not the same that imitating someone. Therefore, the envy is negative because it brings the unacceptance of one self and the disrespect for the own virtues. LP: Sometimes you have commented that forgiveness is the best cure for hard feelings. Can we forgive if the other person does not recognize his / her fault? FT: Unconditional forgiveness can only be found in some unique persons like Jesus of Nazareth. Therefore, unconditional forgiveness has its limits. Forgiveness requires to be sorry and to reconcilliate with the other. A victim will hardly forgive his / her «killer» if he makes fun out of his / her, or feels no regrets for the action he has committed. After all, as I think there is no forgiveness without reconciliation, there is no forgiveness without repentance. LP: After centuries of war, the intelectuals talk about the «philosophy of peace». Are we before a new way of thinking? FT: We have received much literature from the Greek world to create a «philosophy of peace», but I think that we cannot affirm this philosophy has been created. We just have several ideas and contributions on what peace can be, all of them with positive elements we cannot disrespect. LP: What do you think about the Letter of Peace? FT:It is a good initiative, for it is born from the civil society, having no political party, no religion, and no electoral goals. It only shows that civil society organizes itself, lives and does not remain indifferent to conflicts. Moreover, with the goal of building a better world, the Letter publishes texts. We might not agree with some points, some adjectives... but the initiative is substantially good, because it helps people to be aware of the conflicts we live with, and to learn to value peace from childhood. We cannot take it for granted. We cannot tell the citizens that peace depends on the decisions of governments. We must teach that peace depends on all of us and on many factors. It is like the reaction of the civil society against some facts. This is the main goal of the Letter of Peace. LP: Even though, our acts in favour of peace may seem small. FT: Nowadays, nobody talks seriously about peace, and war is a show.
Due to this fact, we are not aware that we can avoid war, because we
believe that things are already determined. However, along History,
there have been many examples of how could one single man, achieve high
degrees of peace. Let’s think about Gandhi or Martin Luther King. |

Vícotr Melícias: To build a house of and for everybody
is essential for there can be peace in the world. We need to create
a human globalization of men and for men. We have to find spaces of
equilibrium, harmony and peaceful coexistence, even when there are every
time more odds that make difficult to reach this goal. In these moments,
the challenge for men is great. We must achieve that, without killing
the difference, even more, giving more value to the culture difference
of each person, all men could shake hands to build a world where everybody
can live in personal freedom. We have to achieve that the specificity
of each person and each nation is not opposed to the construction of
the common thing. In the end, the need of understanding that the difference
enriches, becomes more vivid the cultural «everything» of
the man. Multiculturality must become interculturality, enriching us
both ways, not dominating like an empire. LP: That means, should we find a globalization different to the current one? VM: Yes. Now we are living a wrong globalization, we are not walking the way we should walk. The English writer Gilbert Keith Chesterton said: «Modern man is something out of the way because he has lost the values, and is in risk of losing the horizon, in risk of falling into total des-peration. To make our home, everybody’s home, we have to rediscover and revalue the values we have to make an ethical globalization, a globalization of values.» LP: But will we find universal values? VP: I’m not asking for a globalization of the ethics or of each value, but a globalization that respects the values of each culture. We must create a globalization in which interests are not first than love. We have to rediscover the relationship of affection and ending with the globalization that we have now, driven by commercial, finan-cial, and material interests. Nowadays, we are not making global the solidarity, the interest of the ones for the others; well on the contrary. We don’t believe that all of us are men. LP: Is from this misunderstood globalization where wars come from? VM: Many wars are born from the unjustice of those who think that their culture is more important, more modern, more perfect than the culture of the other, or his religion is also more perfect than the religion of the other, his rights more rights and his justice more fair than the other’s. These assumptions make conflicts to appear between people and groups. LP: Where would you start to find peace? VM: The development of peace must be made from solidarity. Solidarity means «everybody», solid. That means, we are all part of the same «everything», we are coresponsible. If there is hunger in the world, we have part of that responsibility. If there is unjustice, if there is miso-rientation... we have also part of the responsibility. Solidarity is not an ocas-sional feeling of the heart in front of an image, is a determined will oriented towards making the good for everyone. Solidarity equals co-responsibility. LP: You have been responsible of the Commissionate of the Transition in East Timor. This country, after so many years in war, which bases has to achieve peace? VM: Peace cannot be imposed by law, it must achieved through pedagogy,
that means, educating people. In the past, people was educated in churches
or at home, were the values were taught. But now we have to take advantage
of the new technologies and do it through TV and internet. But the reality
is that in many parts of the world this media language is not understood.
In Timor there have been terrible things, between the same inhabitants
and from the Indonesians as well. How to build peace on such cruelty?
By making justice, and asking for forgivenesse and forgiving from the
heart, forgetting all revenge. The speech of reconciliation must be
done everyday. |
